En ces temps de difficult\u00e9s financi\u00e8res caus\u00e9es par une situation sans pr\u00e9c\u00e9dent, le maire de Saanich, Fred Haynes, cherche de nouveaux moyens d'apporter des revenus au budget de la ville. C'est pr\u00e9cis\u00e9ment la raison pour laquelle le maire Haynes a d\u00e9cid\u00e9 de renouveler son appel en faveur de l'implantation d'un \u00e9tablissement de jeux d'argent dans la r\u00e9gion, dont on pense qu'il pourrait apporter des fonds indispensables \u00e0 l'infrastructure de la ville.<\/p>\n

Le projet de casino remonte \u00e0 2015, lorsque le conseil municipal de Saanich a exprim\u00e9 son intention de cr\u00e9er un deuxi\u00e8me \u00e9tablissement de jeux d'argent dans le Grand Victoria. Le plan de l'\u00e9tablissement devait \u00eatre lanc\u00e9 avec une licence de la British Columbia Lottery Corporation, mais Victoria a refus\u00e9 en raison des activit\u00e9s illicites potentielles. En 2019, la direction de Saanich a de nouveau manifest\u00e9 son int\u00e9r\u00eat pour le projet et a pr\u00e9par\u00e9 une d\u00e9claration d'int\u00e9r\u00eat.<\/p>\n

R\u00e9union fatidique du mois d'avril<\/h2>\n

Avant la fermeture des entreprises et le d\u00e9but de la situation sans pr\u00e9c\u00e9dent en mars 2020, une r\u00e9union \u00e9tait pr\u00e9vue entre le conseil municipal et la soci\u00e9t\u00e9 d'\u00c9tat. Malheureusement, cette r\u00e9union n'a jamais eu lieu et, tout r\u00e9cemment, le dossier a \u00e9t\u00e9 remis sur le m\u00e9tier. La date est d\u00e9sormais fix\u00e9e au 12 avril<\/strong> Cette r\u00e9union d\u00e9terminera le sort du projet de casino.<\/p>\n

La proposition du maire Hayne pr\u00e9voit que les municipalit\u00e9s acqui\u00e8rent 10% des recettes du casino propos\u00e9, ce qui correspond \u00e0 peu pr\u00e8s \u00e0 CA$2,5 \u00e0 CA$ 3 millions d'euros par an pour la ville<\/strong>. Selon lui, la majorit\u00e9 de l'assiette fiscale de la ville est constitu\u00e9e de propri\u00e9taires qui paient 75% du total des imp\u00f4ts per\u00e7us. Il pense qu'une telle mesure serait tr\u00e8s b\u00e9n\u00e9fique pour les habitants, car elle les soulagerait de la pression qu'ils subissent.<\/p>\n

Susan Brice, conseill\u00e8re municipale, a \u00e9galement exprim\u00e9 son soutien au projet de casino jeudi dernier. Elle a d\u00e9clar\u00e9 que la direction de la ville cherchait depuis longtemps un moyen d'am\u00e9liorer la qualit\u00e9 de vie des habitants. all\u00e9ger la charge des contribuables locaux<\/strong> car la r\u00e9gion en d\u00e9pend fortement depuis un certain temps d\u00e9j\u00e0. En outre, elle estime que le projet propos\u00e9 pourrait s'av\u00e9rer b\u00e9n\u00e9fique pour la r\u00e9gion en cr\u00e9ant davantage d'emplois pour les habitants.<\/p>\n

L'agence de la Couronne insiste sur le fait que le nouveau casino ne devrait pas affecter la propri\u00e9t\u00e9 de View Royal, ce qui signifie que les sites potentiels pour l'implantation du casino restent \u00e0 d\u00e9terminer. East Saanich<\/strong>. Le maire a pr\u00e9cis\u00e9 qu'il pourrait s'agir de n'importe quel endroit situ\u00e9 entre la mairie de Saanich et l'universit\u00e9 de Victoria. Ce n'est pas la premi\u00e8re fois que les autorit\u00e9s de Saanich font pression en faveur de l'introduction d'un nouveau casino dans la r\u00e9gion. La proposition a \u00e9t\u00e9 soutenu \u00e0 l'unanimit\u00e9<\/a> par tous les membres du conseil municipal, il y avait encore des inqui\u00e9tudes de la part de View Royal<\/strong> Le maire de Victoria, David Screech, s'est oppos\u00e9 \u00e0 la proposition en affirmant que le nouveau casino aurait un effet n\u00e9gatif sur Elements Casino Victoria.<\/p>\n

Obstacles<\/h2>\n

La soci\u00e9t\u00e9 d'\u00c9tat a d\u00fb introduire certains protocoles de s\u00e9curit\u00e9 avec l'\u00e9mergence de cette situation sans pr\u00e9c\u00e9dent afin de s'adapter \u00e0 l'\u00e9volution du paysage. Cela a \u00e9galement a pes\u00e9 sur le plan d'action de l'agence<\/strong> \u00e0 \u00e9tendre son offre de casinos terrestres dans la r\u00e9gion de Saanich<\/a>. Dans l'ensemble, l'id\u00e9e est qu'un tel casino supervis\u00e9 par la BCLC s'av\u00e9rera d'une grande valeur pour la r\u00e9gion, mais le projet a \u00e9t\u00e9 suspendu apr\u00e8s l'\u00e9clatement de la situation sans pr\u00e9c\u00e9dent.<\/p>\n
