Ontario Fines Three iGaming Operators over Uncertified Slots

The iGaming industry in Ontario has seen a wave of regulatory actions and impressive market growth, marking a significant phase in the province’s gambling sector. In a recent turn of events, the Alcohol and Gaming Commission of Ontario (AGCO) imposed fines on three iGaming operators – ComeOn!, Conquestador, and Leo Vegas – for offering uncertified slot games. This decision, reflecting the AGCO’s commitment to maintaining high standards of game integrity and player protection, highlights the evolving landscape of iGaming regulation in Ontario.

The fined operators, Bunchberry Limited (ComeOn!), Mobile Incorporated Limited (Conquestador), and LeoVegas Gaming PLC, are licensed to conduct online gambling in Ontario’s market, which opened in April 2022. They collectively faced penalties totaling CA$70,000 for their infractions. The AGCO’s stringent enforcement of its standards underscores the importance of regulatory compliance in a rapidly growing market.

Ontario’s iGaming market, since its inception in April 2022, has soared to become one of the top five iGaming jurisdictions in North America. With an estimated total of C$35.6 billion in wagers and approximately C$1.4 billion in total gaming revenue in its first year, the market has shown remarkable growth despite a slow start. This expansion is attributed to the province’s success in displacing the unregulated market and establishing a strong, competitive online gaming model.

The province boasts over 1.6 million active player accounts across more than 40 operators, reflecting its status as the most competitive market in North America. Notably, basketball, soccer, football, hockey, and baseball have emerged as the most popular sports for betting. In the online casino segment, slots, table games with live dealers, and computer-based table games are the major attractions.

In the first quarter of the 2023-2024 fiscal year, Ontario’s online casino market continued its upward trajectory, generating C$545 million in revenue, a 3.6% increase from the previous quarter. This growth was driven by a rise in total wagers to $14 billion and the participation of 46 operators offering 71 gaming websites.

The AGCO’s recent actions against the three operators serve as a reminder of the need for compliance in this thriving market. As the industry grows, the AGCO remains vigilant in ensuring that all games offered by operators meet the highest standards of integrity and are from registered gaming suppliers. This regulatory framework ensures that Ontarians who choose to play on registered sites can do so in a safe and assured environment.
